| The foreign office does not check if the content of your document is true or not. The foreign office checks the validity/originality of the lawyers signature on your certified document. In other words, before you certify the document with a foreign office, it should be first certified with a registered lawyer/firm. And it is the duty of the lawyer or the employer to certify and sign that your photocopy of the original document is an authenticated copy of the original one. |

| Department of Foreign Affairs and IT of Canada does not require your papers be notarized. They simply authenticate your papers as being true copies. Furthermore, provincial government relevant agencies do the same job. |

Contrary to what I've heard, a notary only certifies that you have sworn, in his/her (bloody PC) presence that the contents of the document at hand are true according to you (bloody PC again) and that you are known to him/her (bloody PC cubed). Period.
Correct me if I'm wrong. |

A notary can only swear to what he or she knows to be true. Which as far as accreditation goes becomes a laugh.
I once had an applicant for a position who had a masters from a degree mill in the US. I told him it wasn't worth the paper it was written on. The next day he bought the degree, together with an attestation by public notary, which was attested by the US Department of State, and then stamped by the Saudi Embassy. I pointed out that all the attestations did was say that the document one down the line was what it said it was. I wrote on a scrap of paper 'Mr. Salem is a kick-ass brain surgeon' and told him that he could get that paper also attested by the public notary, the authenticity of whose signature would be attested by the US State Department which document would be accepted as genuine by the Saudi Embassy, but that my paper still wouldn't let him practise lobotomy or trepanning.
He was most put out. "I had to write two book reviews to get that Masters degree," he lamented as he left. |

The question of where you get your visa to come to Saudi Arabia is a difficult one. It is not up to you to pick and choose. You, the new employee, need to discuss this with your employer.
For some newbies to KSA, this is the first encounter with Saudi authorities. Some do not clear this, the first hurdle. |

The only thing all of those signatures prove is that you had an acceptable ID and that the notary saw you sign your name. It proves absolutely nothing about your credentials or their validity. This whole process is just a way for a line of people and government offices to get cash from you. There is no contact made with any university confirming that you were ever there.
It is all farce...
