I live right on the border of Veracruz, about 2 hours from "the port." I'm often there on weekends to see the bright lights and go to bookstores, etc. And I've traveled around most of the southern half of the state. I've really enjoyed Veracruz alot. It has a unique vibe that feels at times more Caribbean to me. For most people, the drawback seems to be the hot and steamy weather at lower altitudes.
I do know that there are several language schools in the city, two Harmon Halls and and handful of other operations, that would hire native instructors. I've also seen some prepas advertise, both in Veracruz and in Coatzacoalcos. There are also a bunch of universities that might be options for the right person. I believe, for example, that the UV has hired foreign instructors before, although they don't seem to turn up on the faculty list of their website, so I might be mistaken.
