In a radical departure from the oft-criticised 'mother-tongue' teaching policy, the Government says the distinction between Chinese and English-medium schools will be abolished as early as next year. Instead, the medium of instruction will vary from class to class, depending on the students' aptitude for English. At present, local secondary schools exclusively teach all non-language classes either in Chinese, or in English. But this arrangement, says Education Secretary Michael Suen, will be gone as early as next September. In future, individual classes, not schools, will be split along language lines. If at least 85-percent of students in a class are deemed to be competent in English -- it will be an English-medium class. But even in Chinese-language classes, a quarter of the lessons will be conducted in English. And if students show improvement in their English skills, the medium of instruction can change from year to year. Despite the policy shift, Mr Suen denied that the Government was scrapping its mother-tongue policy. He insists that the changes are nothing more than a minor adjustment. |
