"Rumor," from a, "friend." That pretty much says it all.
I reviewed 20 contracts from public universities across the country this semester. Only four had stipulations where the teacher pays something; all of those contracts came from universities in Nanjing. All provided on campus housing. Two tried to rook the teacher for all utilities. One paid a paltry 250RMB a month in utilities and anything above it was covered by the teacher. The other wanted electricity and internet connectivity to be covered by the teacher. All of the schools laughable pay for a city the size of Nanjing. None of the schools would negotiate those stipulations, so into the trash the contracts went and onto my personal blacklist their names did go. All of the other contracts I looked over provided housing and paid for utilities, and if I recall, four offered private, off campus apartments plus utilities. I considered two different positions in Harbin, but found a more lucrative offer from schools in other parts of the country. Neither cheapened out and offered pay above 4,700, and both also offered to pay utilities upon negotiation. I still chose another school that paid substantially more (and they also paid utilities).

Correct me if I'm wrong, but there shouldn't be any Chinese income tax on 4,700 a month. If I remember correctly it begins to kick in after 4,800 per month, and only on the excess. So if they deduct income tax from you, you are probably filling someone's pocket.
Another thought is that if they include that phrase, they may have paid the last laowai or two more than 4,800 and therefore may be willing to give you more. |

interesting to know that it's a legal requirement. tsinghua university in beijing does not pay for airfare. all their FTs begrudgingly sign the contract anyway. even for a year's contract, no airfare. |

Beijing has become "teh suck" of university jobs (typo intended). Criminally low wages generally being offered by many public schools with good reputations, chintzy airfare, etc.: great city, crap situation. |

Ths is true. From the esljobproject.com China tax info page:

Hangzhou, Xiamen, Taizhou, Wuxi, Suzhou, and Ningbo, to name but a few. |
