Too many foreigners are afraid to play hardball here, especially when it comes to apartments.
Handle this the way you honestly think it should be handled. Don't worry so much about the whole 'this is Japan, I've got to bow my head and take crap because I'm a foreigner and I'm skating on thin ice as it is just because of that fact' mentality.
Assert your rights. You're paying your hard-earned money. If your landlord keeps calling to tell you about the hag's complaints, tell him/her to come by and investigate whether or not there's any validity to her claims. If they don't offer you any clear proof of your alleged wrongdoings, but keep calling you, let them know you're not going to put up with any more harrassment or discrimination and that you're going to hire a lawyer. There are lawyers willing to take on such cases, even if they have to go up there from Tokyo. |

Well I have gone as far as moving my tv as far away from her apartment as possible and even shutting my windows which kills me because its so hot. I've popped out to the veranda and stood as close as possible to her side as I can and wouldn't you know it. I can't even hear my own tv on my own patio 98% of the time due to traffic, which she is actually closer to.
I realize that japanese apartments are not very sound proof but let me ask you this. Did you call the landlord on your neighbour for his talking or call your rental agency because he slides his chair out from his desk every morning? No, you suck it up cause hey, people need to live their lives.
Side note: What do you call the girls who hang out/get married to low level yakuza anyway? |

No kidding. Foreigners in Japan can often be a bunch of spoiled crybabies. But if the situation is as you describe, your neighbor is being a pain in the ass. Watching T.V. and playing your guitar at reasonable hours are perfectly acceptable. You should not have to tiptoe around your own apartment out of fear of offending bitchy neighbors.
The next time the management company calls, politely explain that you aren't doing anything unusual and that if she is so miserable she should consider moving.

| This sounds ridiculous to me. She clearly doesn't like you for some reason and the miserable old battle-axe is trying to force you to make no noise whatsoever. There is no reason why you should put up with this and I suggest you phone your landlords and tell them that she is harrassing you. Then tell her to "F*** off!" |

| Summer is coming and a trip to Tokyo is not out of the question. How about I, my lovely wife, and our foghorn 8 month old stay for a couple weeks. I can guarantee that my beautiful, darling harpie daughter will wake at regular periods throughout the night and scream blue murder. Sorted. |

Not necessarily. Judging from her scowling "chigau" about the parked car, she enjoys being bitter. She could be exerting herself to hear any little thing, then picking up the phone right away. It's not like she'd be the first petty person the world has known.
Yawarakaijin, you'd be hearing other people's noise if the walls had such little noise insulation. Everybody makes some noise, and I doubt your neighbors are tiptoeing on pillows all day. |

Urgh, sounds like you're living next to the neighbor from hell.
Just continue to live your life normal, but be reasonable about curbing loud activities after midnight (which I'm sure you've been doing anyway).
If she continues to harrass you, your landlord and the real estate agency, recruit a Japanese friend to mediate between you and her. It doesn't matter if you speak fluent Japanese. I suspect half of it has to do with you being a foreigner. Air your feelings, listen to her but stand firm on the fact that you have rights.

Ok, we all agree that Yawarakaijin's neighbor is a bit of a sourpuss, but talking about lawyers  wow, that is a step or two or six down the long winding road from molehill to mountain. The OP has lived there a few weeks. It seems to me both tenants are feeling each other out...so to speak. Perhaps the neighbor will calm down once she realizes Yawarakaijin isn't such a bad fellow. His name being what it is, I'm guessing he is quite harmless. |

I noticed you mentioned this twice, about it being hot when you shut the windows. Haven't you heard of using the aircon? 
That aside, I think your neighbor is being unreasonable if she is complaining about common sounds during the day. I could always visit and we could take up a game of handball aganist a board on your wall (so you don't damge the wall).
But seriously, talking with the landlord and the agency might be helpful, and perhaps you should start recording some of the noise coming out of her apartment. The usual noise ordinances are for after 10 pm at night, not for 2pm on a weekend. |

I'll spell it out for you real simple like. I have a baby daughter that often cries loudly at night. I was suggesting that after a week or so of my darlings repeated outbursts the next door neighbor might welcome a bit of guitar strumming for a change. The beauty of this plan is that the little one is zenzen kawaiiiii so no one would seriously complain about her.

I wondered about the "can't close the windows because it's too hot" thing as well. Seriously, don't try to survive in Tokyo in summer without aircon or at least a very powerful fan. I used to live in an old house with no aircon and the temp in my bedroom would reach the mid 40s by midday, I kid you not. Having the windows open didn't make a whole lot of difference.
Now I live in a fairly new apartment which is better insulated, and I try to keep aircon use to a minimum but it is sometimes just such a relief to close the windows and turn it on- I keep it at around 29 degrees which is all it seems to take to stop me getting sweaty and irritable. |

My wife and I often use the dry function on our ac which uses less energy and keeps the air inside your home comfortable and cooler, but not frigid.
Fans work if the temperature drops enough (like tonight), but otherwise you're just blowing the same hot and humid air around. |
