So my passport has expired, and it's been a pain in the neck trying to find the nearest Consulate/Embassy in Osaka. After countless websites, I found a couple of articles stating that as of 2007 they have closed the consulate in Osaka. Is there absolutely nothing in Osaka where I can verify if I have the proper documents for submission? Am I suppose to travel all the way to Tokyo or Nagoya since they seem like the only operating facilities available.
What gives? HELP!  |

I think you have to go to the embassy in Tokyo, or maybe you could mail it. |

there are consulates in Hiroshima and Nagoya, and Sapporo.
Dunno why they closed the Osaka consulate. Maybe Harper wants to save money. |

I'm not sure if it depends on your country or not, but I recently renewed my UK passport and there was no need to go anywhere. You just send the passport and fee to the embassy with the appropriate forms (downloadable from the embassy website) and photos and they send you a new passport back a few days later. It was all very easy. Just call your embassy and I'm sure they'll explain it. You'll probably need to make a trip to your local immigration office afterwards to transfer your visa though. |

Even if the Osaka consulate (embassies are generally only found in capital cities) has closed, there will almost certainly be an option to do it by post/courier through the embassy in Tokyo- they should also be able to advise you of the situation with the Osaka consulate as well.
We New Zealanders actually have to send our passports and applications back to NZ to be renewed as the Embassy doesn't do them any more.
The regional Immigration office has nothing to do with passport renewal, only with transferring your visa into the new passport afterwards. |

if your passport has expired then I imagine that immigration will not be happy with you at all
they don't like people who let their visas and passports expire |

I don't think passport expiry is up there with visa expiry in the eyes of Immigration, i.e. not a deportable offense. It's never a good idea to let your passport expire while in a foreign country though in case you need to leave on short notice for a family emergency etc.
The sooner you renew it the better though- as I said before, if you are having no luck with finding the Osaka consulate, contact the Tokyo Embassy- they will certainly have more accurate information than an anonymous forum! |

Looks like I'll be going to Nagoya. Continue reading and you'll understand just how painful renewing your Canadian passport can be in another country.
Dear Ms. Nomura,
According to the Passport Canada, your guarantor must
-have known you personally for at least 2 years
-live in Japan
-be dentist, medical doctor, judge, police officer, mayor, notary public, practicing lawyer, signing officer of a bank
Guarantor however does not need to be a Canadian citizen.

Your references can be any national and can live in Canada or in Japan.
If you do not have a guarantor in Japan, please sign a Statutory Declaration in Lieu of Guarantor (ppt132 form) in person at either the Embassy/nearest Canadian Consulate or a Japanese notary public office (kosho nin yakuba) in your area.
Your passport application can be mailed so long as the PPT132 form is notarized by a notary public and one of your photos has notary public's signature on the back. Japanese notary public will staple their certificate and your signed form PPT132 and put tally impressions. Some notary publics are not willing to sign photos. In such a case, Embassy staff will contact the notary public and make sure if he/she has seen the photos.
To apply in person at the Embassy, please come to our office between 09:30 - 11:30 on weekdays so that we can notarize your declaration. No appointment is needed. An additional fee of 5,500 yen for PPT132 notarization will be asked if you sign the form at the Embassy/Consulate. If you ask a Japanese notary public to have your ppt132 form notarized, you will be asked to pay the amount the notary public charges (about 11,500 yen).
If you wish to sign a declaration form in Nagoya, please make an appointment with them in advance.
