I've got a European laptop which operates on:
INPUT: 100-240V

Can I safely plug it into the Saudi mains and use it? Confused

If your laptop can take both voltages, then what's the point of asking? Confused

That's your answer... and it's yes. Just like everywhere, I would also use a surge protector.

No problem, as far as your laptop works on 50/60 HZ (most modern laptop do). Some Saudi electrical power outputs are on 60HZ only, you have to check this for other electrical/electronic items which do not operate well on 60HZ.
In addition, if your laptop is from UK, I think you need to have an adaptor for your electrical plug (from 3 pins to two pins).
