hi,

i have a friend coming to visit me. he's planning on buying a JR all-you-can-eat densha hodai rail pass, the kind tourists can get but permanent japan residents cannot.

he is getting two different stories from two different travel agents - one that you buy it in your home country, and one that you buy it at NRT when you arrive.

does anyone have any experience with this?

You buy the rail pass voucher outside Japan.

You activate it inside Japan. Not just at Narita.

You can do (and I have experience with) both. Usually the voucher is bought outside of Japan and then redeemed at a JR office upon arrival, as Glenski pointed out above. However, it is possible to buy the rail pass upon arrival without having bought the voucher prior to. The JR office kinda tries to make you feel like a bakagaijin for not having done so, but regardless it can be done.

you can buy the JR `regional` passes here no problem but like the pass says it covers a particular geographic area of Japan.....not the whole country like the normal JR pass (I believe)

Unlike the Japan Rail Pass which can only be purchased outside of Japan, the regional rail passes can all be purchased within Japan as well as overseas, at sales office at major stations within the region where they can be used.
