| AgentMulder is correct. The US govt does require applicants for all classes of visa to accompany their application with the results of a police check. |
Fixed it for you, chief.

Nonetheless nation states will not to run police checks on their own citizens at the request of a foreign state without very good reason, and the fact that the citizen has made a routine visa application is not a good reason, even in the case of a US visa and if the US govt might wish otherwise. |
Probably true. But also not what I said. |

I'm glad that you have now come round to agentmulder's and my way of thinking.
BoT: Japanese immigration does not normally require applicants for specialist in humanities visas to undergo police checks. |

Foreign countries cannot simply call up other countries and ask for police checks on one of its citizens unless there is very good reason, such as they are a fugitive, or applying for a specialised position that required it. E.g Medical, social work, diplomat, etc

Haven't applied for a visa to many places lately, have you? The US, for example, requires police clearances for *every* visa class that isn't covered by the VWP. |
What has US visas got to do with it? The US has its own paranoid restrictions, that is not news or relevant.
My neighbour had to cancel his holiday to Florida because he had a parking offence some years ago! |

| Having said that, looking at the state of the UK lately, maybe its a good idea to layer on the visa restrictions like the US have done. The UK government seems to throw them about like confetti....... |

I'm sorry; I didn't think the words "for example" would cause anyone any trouble. |
