Hi Harry. I work for the HK Govt (not as a teacher) and can't say I've come across this rumour. A cutback of 98% would leave everybody without a job, so my suspicion is that someone made a typo. I doubt if the downturn will have any impact on the NET prog or teaching budget in general.

Economic downturns/global currency crises/'financial tsunamis' have had little if any effect on the HK 'government' in the past, and the current economic difficulties will again have few salient effects. At last count, the HK 'government' had reserves of some $830 billion HK � and that is not a typo. (This does not count the massive 'Exchange Fund' which they keep in the bottom drawer to keep international currency speculators at bay and protect the HK$.) As pointed out by Hemlock in his excellent 'We deserve better: Hong Kong since 1997' this sum equates to $118,000 HK per resident and the interest alone on this treasure trove could finance an annual payment of $4,000 HK to every man, woman, and child.

Remember the official line: It would be nice to have smaller class sizes, but where would the money come from? It would be nice to save schools that have to close down due to the plummeting birth rate, but where would the money come from?

From the government reserves of $830 HK billion, that's where.
