Very simple answer...buy the Lonely Planet, or if you're unwilling to fork out check through the other threads on this site.

from taipei, take the high speed rail to zuoying (terminal) in kaohsuing, exit station at the bus stop and hop on a bus to kenting. should cost roughly $350NT for the bus. you will get taxi drivers coming up to you and asking to take you there. this is much faster (half the time) than the bus. if you are alone, the driver will try to find 3 other passengers and charge $1600 for all four. do this if u can.

once u get to kenting, rent a scooter from this young dude on the left side of the road(inland) at the last shop before the starbucks complex. he speaks some english (some) so dont walk up talking all slang english and shit. he'll ask for a license, if u dont have one, give him ur credit card. he needs something for collateral. costs $400/day. after u get the scooter, drive further down the coast about 15-20 minutes to Jia le shui (sp?). stop just after a big bridge and theres a small building on the right side corner. you'll see the boards around back. just walk up and tell'em in english u want a board for the day. $500 bucks. maybe can bargain but prob not much. from there the surf is just up the road and down a rock path. have fun!
