The article sounds pretty much on target. I've taught in several experimental schools in Shanghai before and have seen no more than 20 students in the designated laowai classes. Wandering around the halls, the other classes didn't have more than 30.
The regular primary schools may have more, but the trend is towards smaller class sizes in primary levels.
It gets difficult, though, once the students move up the grades. Then they start combining classes together, and you have the typical 40-50 students in a class once they enter junior school.

Indeed! For the kindies, it only makes sense to have smaller classes as the students need the individual attention. When I taught before at these places, I sure appreciated the help from the local teacher in the room. They had 360 degree vision, and could attend to problems like bathroom breaks and falling pencil boxes in the blink of an eye.
