22 years in the teaching biz + 1 year (full-time) TEFL Diploma from a well-known British uni, but no degree. Possible to teach in the UAE with work permit?

Not at the tertiary level, nope... maybe secondary schools or language centers.
About the work permit (resident's visa): you would under no circumstances be allowed to work in the UAE without one.
