I was interviewed in the early days of March (KFUPM). It has been over one month, but I havn't received any response from them so far. How long will it take them to make a decision normally?

Your question is near imposible to answer.
You could get a response tomorrow or it could be a few more months. In all estimates probably some time in May as it usually takes a couple months to sort out all the paper work for start dates in September.
If they haven't responded by May, it's possible you did not get the job,
but again you never really know...try contacting them and inquire about it.
Most employers in the Gulf are notoriously slow when it comes to processing job applicants.

it seems a case by case thing.

I emailed the HRO and was told the files was sent to corresponding department for recommendation or suggestions. it is hard to know how long will the file stay in that department.

Email can be next to useless in these situations, especially if you are dealing with Saudi administrative staff.

If you are anxious to know the result of your application, the best thing would be to try and get hold (preferably by telephone) of the person who interviewed you, or someone else who is directly involved. Otherwise, expect your emails either to go unanswered, or to receive some more formulaic non-answers similar to the one you already got.

I would not recommend phoning them, but heh guess it is worth a try, You are unlikely to get any more information other than what they have already told you at this point. Best to just wait it out.

I only recommend phoning if the OP can find the number of one of the people directly involved in hiring. He's much more likely to get a straight answer out of them, than out of some junior admin. officer who has no particular connection to the matter at hand.

actually I got one offer already (instructor), and I need to reply to them in a short time. However the position I applied for at the KFUPM is assistant professor which is better than the instructor position. Will it be appropriate to tell them my situation giving them a little pressure?

Why not? Can't hurt, and may help to speed up an an otherwise sluggish process. Don't give any details about your other offer - just tell them you've received an offer elsewhere and need a definite answer from them asap.
