In the UAE, in education the employers do all the arrangements for work visas, not the employee. You provide all required paperwork to your new employer who takes it to the proper Ministry along with your passport to get the stamps after you arrive in the UAE and have passed the medical exams. The employer is your sponsor.
This looks like a scam to me.
BEWARE!! Do not use this unless it was provided to you for use by a trusted employer (one checked out carefully here) after you have signed a contract. Certainly do not send money!!

How long does it take for a work visa/labour card to come through, once you have given the relevant paper work such as copy of passport, degrees etc.. |

You submit the documents requested (police clearance, copies of passport, diplomas -where necessary - a whole bunch of photos) and then when you land in UAE you go through the medical - you won't get here without the security check, you won't stay here without passing the medical.
A work/residency permit won't be issued unless and until you pass the medical after you arrive. It usually takes 2 -4 weeks after blood and x-rays are taken |

... depending on your employer, of course... but, in Gulf terms, only Oman can get the paperwork done more quickly than the UAE.

It can be done in a week, but it is entirely dependent on the quality of the PRO employed by your employer, so can take anything up to 6 weeks. |

It could take from 48 hours to 90 days.
The thing is if you work for a governmental agency, you usually get it quicker and if you work for a private institution or company, then as ZOOT stated, it all depends on the man (Public Relations Officer or VO/ Visa Officer)! So you can do your math now since you know for whom you will be working.
