Hello!

My husband and I are moving to Japan in 3 weeks.

My employer has applied for my CoE, but it hasn't arrived there (in Japan) yet. The application was submitted 5-6 weeks ago. Is 3 weeks enough time for my employer to receive and send the CoE and for us to apply for and receive our visas?

Also, does my husband need a CoE for his dependent visa? We spoke to an official at the Consulate and he said that my husband would not need one, as long as we had our Marriage Certificate. However, we don't know if my husband's lack of a CoE will lengthen the process of receiving his dependent visa. Will we receive our visas at the same time?

COEs may take 4-8 weeks to process. Depends on a zillion factors. Since you have waited 5-6 weeks already, it is not impolite to ask your employer (or immigration itself) to check on the status of your application. Sometimes things get bogged down in immigration.

Dependent visa requires the following.
1. Documents certifying the personal relationship between the person concerned and the person who is to support him or her.
2. Copies of the certificate of alien registration or the passport of the person who is to support the person concerned.
3. Documents certifying the profession and the income of the person who is to support the person concerned.

Whether you receive the DV and WV at the same time is anyone's guess. He probably has 90 days as a tourist, so that's plenty of time to be here legally before getting the DV.
