If you signed a contract and then all of a sudden get a better job offer from a different institution, Is it possible to get the other job even though you already were issued a work visa?

Not in the same country... your passport # will be assigned to the work visa that is assigned to the other employer.

ABSOLUTELY YES in kuwait and i would guess elsewhere in GCC where the 100 day probation period rume applies for any job not just telfers.

this rule says you can walk without explanation and no give any notice and get your ticket home - litlle else . and employer can fire you and not give a reason just giving you a ticket and taking you to the airport that day.

it is done all the time

There's no way you can do this in KSA if you're a foreign hire. You would have to resign from you job, leave the country and apply for a visa all over again, possibly with a new passport.

It costs a lot of time and effort for employers to bring over a foreign hire. That's why you can't just up and go if you get a better offer.

Let's get the question stated more clearly. I understand it to be that Sheikh A has not yet gone to a new job... but has two offers.

15Q8 & Cleo have given you the answer if you are in-country already with job 1. I believe that the rest of the Gulf will require you to leave and fulfill other requirements.

My answer will cover them all if you are still in the US.

Assuming the poster is in the US (or wherever his home country is), he could take the better job offer, but he would have to start the visa process all over again, and do so with a new passport, as the Saudi embassy will notice that a work visa has already been issued and will not issue a new one.

That would probably work in most of the countries... but it takes a few weeks to get a new passport these days in the US, so it could cause problems with the new employer if they are expecting to apply immediately for the visa to get him there by the beginning of the semester.

I do not understand if the work visa can be effective before the employee arrives the country or after that considering his entrance is with entrance visa, then work one is issued after few days.

What about if I keep the same passport, is there a specific period (x months), after that another work visa can be issued for the same passport.

What about the best reason for declining a signed contract if I really decided that to keep my current job and NOT seeking for more money . I guess whatever the reason is, the other place I apologize for will be upset. How I can keep a good relation with them if the reason is that the current work needs me more and i can not leave as i found it is more secure than trying a new one within short term plan (up to 2 or 3 years) that is so critical for my life to gurantee very secured job and income......how to make the apology in a very peaceful and respectful way and to keep the place for future opportunities.

Whatever way you phrase it, and however reasonble your excuse may seem to you, your employer is going to be pretty upset about you leaving them high and dry. Remember that obtaining a visa can be a difficult, expensive and often time consuming process not only for the employee, but for the employer too. Employers are only allocated a certain number of visas and the one allocated to you will now be gone to waste, at least for a certain time period. You oculd try telling them that for personal reasons you have to stay in your home country, but do not in any circumstances tell them that you're letting them down at a late stage just because you got a better offer in KSA. If you do this, they may even try - and possibly succeed - to block your new visa application.

Well yes, but remember the whole visa process has to be started all over again.
