I will go ahead and say yes, as there are many women (divorced, widowed, and married) who come here with dependents (usually children, but sometimes husbands who stay at home and look after the children).

Top-end restaurants and hotel restaurants do employ Western chefs, but only in the big 3 cities. Furthermore, unless you have experience in similar upscale restaurants, you won't be hired just because you are a Westerner. I don't know how you would go about applying for such a job from abroad. I guess vacancies would be announced in hospitality and culinary magazines.
