WHERE: At a dealership look for their used cars that way you save a lot of money if you settle on a 2008 and even more on a 2007 vehicle. The dealership like any dealership gives you a three or six month warranty on used cars. Private purchases don't.

HOW: You need an Iqama.

No, no webpages. You will have to be on the ground and go look and test drive each car. I would suggest buying a car which has gone through the steepest part of its depreciation curve, i.e., a 2006 model or older, preferably a 2005 or 2004. That way, you get to have a car for cheap, and can still sell it for up to 80% of the purchase price after 2 or 3 years, esp if you get one that is highly desired in the country, such as the Toyota Camry/Corolla, or the Honda Accord/Civic.

A 2005 Camry or Accord in good condition could be had for about SR. 40,000, and it can still be sold for SR. 30,000 or more 2 to 4 years down the line.

Ask for the history and ask to see the service records. Make sure the car hasn't been in an accident.

DO NOT BUY FROM A PRIVATE PERSON, esp a Saudi.

(Now someone is going to come in here saying I am racist...)
