Since the FAO at my school refused to do his job, I myself acted as the FAO. I did all the paperwork to get my residence permit and FEC.

Here's what I know to be true, based on my personal experience.

This is the process for someone who has already entered the country with a Z visa and is simply renewing or extending the residence permit.

1) You must have a physical exam from an approved clinic.
2) You must have an invitation letter.
3) You must have copies of your educational qualifications.
4) You must have copies of the contract.
Take these documents to the FAO of the province.

Immensely helpful post. Many thanks!!!

Incidentally, for those interested, you also need photographs, passport size. Have at least four of them. Also, be sure that the copies of your documents are on the approved size paper. A4 may be the right size but I'm not sure about that one. Paper size was an issue with the PSB, not the FAO

Another vital document is the residence registration with your local police office. This is a form, obtained from that office, which lists the legal owner of your residence, contact information for that person, when you started living there, and so forth.

The PSB requires this document. After you get your FEC, you need to take the FEC and residence registration, and, to be safe, copies of all other documents with your photograph, to the PSB.

Let the PSB people decide what they need or don't need.
Call the office and ask them what they require regarding paper size and get the badge number/name of the officer who gives the information, if they are willing to give it. Good luck on getting anything which will make someone accountable.

Be careful when dealing with the PSB. A German bar owner in Dali was recently expelled from the country for reacting rudely to a PSB officer ( info based on two independent sources). You may be tempted to "go off"on one when they start doing what they often do, which is to make things difficult. Restrain yourself. The last place you need enemies is in the PSB office. They can deny you an RP. They are not subject to the FAO of the province or your school.
