I'm a newbie arriving soon.
Are there a few places where teachers occaisonally gather?
I'm looking for basic information in Hanoi, and have a questions about various things in Hanoi.
Any places where I'm likely to have a casual chate for this info?

Go to 'Half man Half Noodle' to meet many teachers.
R&R tavern also has many teachers in it just wanting a relaxed chat and a beer.
Search for 'New Hanoian' and make a post on the website and have a look around. After that everything should be a lot easier.

I am basically looking for info on visas, a good tailor, apartments, etc.
