Were he a teacher, I'd say it might well be. However, considering his profession, I think the odds may be against that.
Teachers are probably more prone to encountering dodgy recruiters and unscrupulous employers than are "consultant (chemical engineer) in the petrochemical business."

Thanks for your valuable opinions... Your experience really helps... Probably my potential employer is very decent one because it's very big company, nevertheless arabic people work there so I'm not sure...
Also what they tell is "MOF does not issue business visas anymore" that's why they are persistent on "temporary work visa".
Maybe I try to find some reasons to give up...

Umm, you may find this hard to believe, but there are very, very many trustworthy, decent, and helpful Arabs.
Hope your maybe soon-to-be colleagues are in that category.
Personally, given your profession, I'd say it's most likely not "a trap."

My colleagues working in same business tell the same...
If I only have an idea about Kingdom just with news or internet, I'd never think to be there.
Interestingly all collegues in Kingdom, are very happy to be there. I know some people working for 18-19 years and they do not criticise.

That's good to hear. I've always found it best to consider strangers of any nationality) to be decent people - until I have reason to believe otherwise.
I'm not credulous or gullible, so not only are the odds always heavily in my favor, but I think I can spot a phony from quite a distance.
Trust your instincts - but verify (insofar as you can) your impressions.
