The point is that if you're denied an NOC and want to return to KSA, you have to 'lose' the passport which contains the recent Saudi work visas. The fresh new passport wont' have any such information, and the embassy officials really aren't that interested in delving into your background. Their job is to process a visa for you as instructed by the ministry in Riyadh. |

What they will have at the airport is a blacklist of those that left on entry-re-exit visas and didn't return. Whether the retinal scan and fingerprints will be able to link to your previous visas depend on how accurate the biometrics program and the sensors are.
If you left on a final exit visa, then as far as Saudi immigration is concerned you're fine. |
