i don't believe thats true, but perhaps thats not exactly what he meant, or maybe he was only assuming.
i dont believe there is a minimum amount of hours for a temporary visa using boletas. for instance, my contract is completely vague.
my contract states that the hours i work will be determined based on the needs of the company/my employer (in more or less those words) and the amount they will pay per hours for those services
(among other things, of course).
from that point, you can apply for a temporary work visa, which allows you to work for multiple companies. perhaps with a subject to contract visa there are more restrictions, or they would be skeptical if you werent working many hours, because they would be your only employer and it would be a warning sign if you are not working much or making much money.
