If there is a 2010 Census in Japan...are foreigners also included in it?

Yes, theoretically everyone who is physically in Japan is included in it, except perhaps tourists. For some reason they didn't come to our building last time, so my (Japanese) husband and I weren't counted, but the two times before I received the forms and was definitely counted.

You do realise that a surprisingly high no. of census collectors inJapan have no respect forthe privacyofthe people whose information they collect? This is especially true in rural areas.

The last time a census was conducted while I was in Japan, I refused pointblank to do it. The collector was a local shrew into invading others' privacy and she refused to let me give her my form in a sealed envelope.

In some other countries the collector must give you an envelope on request and you can mail your form back to the relevant address.

I told the shrew politely to stick it and said there was no way I would do it if she didn't respect my privacy. Nothing happened to me.
