Citibank operates Citigroup and only for corporate accounts. There is no citibank here. ANZ is good, and they should have a branch in the states. That would be your best bet, since they are the only truly foreign owned bank.

Some people use HSBC, but I have my reservations about them. They can be alright, depending on what your expectations might be.

When banking in Vietnam, never put your money in them. Receive your salary in a bank, and then you can easily transfer that money. If you put your money in the bank, you may not take it out of the country. You may only leave with the amount that you have paid taxes on (an official red slip of paper provided by your employer).

Forget them in Vietnam. I did the same thinking it would be easy. Nothing but run around, empty promises. The local CITIBANK can not access your funds from home. As Green Acres suggests ANZ (Australia New Zealand) Bank is probably the easiest to deal with in this respect.

Vietcom bank I have found is good. They have the largest number of ATM's nationwide and I have no problem wiring on line dollars from my BofA account to them. They are correct about not keeping much dollars in bank here because as stated you might have trouble withdrawing or transferring it. A good article on this is http://www.vietcombank.com.vn/En/content/services/Money%20Transfer/Individual.htm . If you get paid in dollars then best not to deposit it locally unless you have to

I think you guys are missing the point. A weakening currency, breached credit limits and a lack of liquidity point to the possibility of deeper problems in the economy. The situation can change for the worse overnight, which if you were in Thailand in 1997 is something to remember...

Actually, it would have been really simple apart from the fact that I forgot to activate my International Debit Card in Vietnam and had to DHL it back to Hanoi, then DHL it here.

I have had no problems withdrawing using an ATM machine outside of Vietnam with my Vietcom International Debit Card, from my Vietnam DONG account.

Try it, it's the easiest way to get your money out.

All foreigners who are working in VN legally can send their entire salary out of the country in any currency at the official State Bank of Vietnam rates. This is the law. Get legal work, get paid electronically, get a stamped paid stub, and get rid of your worries. Otherwise, accept that you are an illegal immigrant and deal with it (or better yet, find legal work). I understand the importance of illegal workers in some economies, but I don't understand their whinging. Furthermore, I question the need of illegal immigrants in VN. Don't enable schools/businesses that avoid this issue...you are only hurting the development of the country and putting yourself in a difficult position.
