Well, Uncle Scott, I have checked their web site (http://www.gdp.gov.sa/?id=2069) and clicked on the link for Exit-Re-Entry Visa (in Arabic), and got the following conditions to be satisfied before they issue the visa(in Arabic):
1. Check that you do not have any traffic offence on your driving license/car (there is a link associated with this to check for any offence)
2. Your representative should do the process by using SMS facility.
3. The Exit-Re-Entry Visa will be printed on a piece of paper which will be stamped in the airport during your travel.
4. Pay SR200 at one of approved Bank
5. If the expiry date of your Iqama is less than 3 mothns from the issue of visa, you cannot use the electronic facility!
But, I think without your representative from your employer, the process cannot be finished!

I think it is for the employer's representative to do.
They are no longer stamping the visas in the passport. You can also pay online, which saves trips to non-functioning special ATMs. |

This is not new. I (or rather my employer) has got online visas for several months now. |
