Wow ! this really hurts - getting taxed in Cambodia - it works out to around 9% and I am not sure where the money actually goes since there really is no paper trail- Teachers at Panasastra University, Norton, and Univ. Of Cambodia- no one else in the country seems to be getting taxed- it seems they are going after the teachers first in Cambodia - again aka Pol Pot regime days ...sad.... and very very costly ....

Actually, not true. Salaried, non-teachers, including expats have been taxed for several years in Cambodia. Previously this was often paid by the employer, if it was collected at all, and was subject to severe under-declaration and under-the-table pay offs to the tax collectors. Last year, international aid agencies insisted that all future financial assistance would be contingent upon the collection of taxes according to the fiscal codes and with 'appropriate accountability' (good luck with that!) - hence the enforcement.

You are lucky you are getting away with only 9%. I have heard rates of anywhere between 10% to 20% being quoted and there are different scales for Khmers and non-Khmers. Employers don't seem to have much idea exactly how much they are supposed to be deducting.
