Of course your boss as been underdeclaring your income. If they declare 30,000 they will have to pay over 2000 a month for your insurance. I had three employers before I realized that if you pay 250NT a month in health insurance it means your boss is declaring your income as 18,000. About the same that Vietnamese factory workers earn before deductions.

Two things:
1. Since my income has already fallen to less than the Taiwanese monthly minimum wage of 17,000-something, I don't think my boss can underdeclare it without blatantly exposing herself to scrutiny from the CLA, the Labor Bureau, etc. If she underpays it, I'll simply say, "you underpaid it, I think we need to take this up with the CLA" and make her sh-- her pants. Because she's broken so many labor laws and laws pertaining to foreigners, has fired so many Taiwanese staff, has caused so many Taiwanese teachers/staff to quit out of exasperation, etc. that her track record with the CLA/Labor Bureau can't be great to begin with.

2. When can I get my tax refund on earnings from '09? And do I seriously have to wait until 2011 to get my refund for earnings in '10?

Usually you file for the previous years earnings so theoretically 'Yes' you would have to wait until 2011 for a tax rebate on your 2010 payments, just like at home.

However, if you are leaving the country you can file ahead of the normal filing period to ensure that you have the necessay paperwork allowing you to leave. Theoretically you could be denied exit if you can't prove that you have paid taxes. We did this last year before we went travelling. Alternately you can file when you leave your school if you are leaving the country and if you qualify for a refund, nominate a 'proxy' to whom the refund cheque would be released and who can then send it on to you or wire you the funds.

There's been plenty of posts about people leaving Taiwan and then asking for a tax rebate in the following year. As the posts have shown some people had huge problems, others less so. Be prepared for wading through again Taiwan's bureaucracy to get what you think is owed you back. Don't take it for granted. If it were so easy everyone would be doing it and most people dont!

True enough.
I think if you leave without first submitting the necessary paperwork it would be exponentially more difficult to claim a refund if one was owing. That being said my wife and I have never filed at the 'proper' time because we usually go walkabout for a couple of months between contracts and are never sure if we will be coming back for another term or moving on. So in the past two years we've filed mid February (09) and in 2007 we filed mid December for a refund on the same year's earnings. That time we had to nominate a proxy but 7 weeks later when we returned to Taiwan our refund cheque was waiting for us to pick up.

I don't really care about receiving a refund for this year's taxes. My hours have been cut so low, I'd probably get like $50 back. I'm more concerned about last year's cash.

I should apply for a refund for last year's taxes, though. I bet I could end up with several hundred American dollars.

Where do I apply?

Is there information available in English? Admittedly my Chinese isn't to the point where I can fill out tax forms, yet.

You'll need your tax withholding statements and then you can submit it early at the tax office, or so I believe. Hopefully you know where this is if you are in Kaohsiung?

Meanwhile I've had Job Interview #8 in Kaohsiung.

Once again, my recruiter says "I think he really liked you."

Heard that one before...

I have a 100-minute teaching demo at School #8 on Thursday.

Good news is that it's paid. At least I can bank 1,000 NTD for going through the motions this time. Cool

Glad to hear that it's paid. I would never do it for free. When schools ask me for a demo, I tell them that I would like to get paid for anything over 20 minutes, because like you said before, why should I give them free lessons or classes; especially if there is a line of candidates right before and after me.
