(Note) What is a Certificate of Eligibility?

A Certificate of Eligibility is issued before a visa application by a regional immigration authority under the jurisdiction of the Ministry of Justice as evidence that the foreign national meets the conditions for landing in Japan, including the requirements that the activity in which the foreign national wishes to engage in Japan at the time of the landing examination is not fraudulent and is an activity that comes under a status of residence (excluding Temporary Visitor Status) stipulated in the Immigration Control Act. A foreign national in possession of a Certificate of Eligibility can get a visa issued more easily at an embassy or consulate within the standard processing period (five working days). (However, issuance of the visa is not guaranteed.) Furthermore, there is the advantage that if the certificate is shown to the immigration officer at the time of the landing application the foreign national can more easily demonstrate that their status of residence conforms to the conditions for landing in Japan such as control, etc.

Even in the case that the purpose is a long-term stay, the visa application can be made directly to the embassy or consulate without this certificate but please be aware of the fact that in this case it will be necessary to submit a large number of verifying documents in addition to those above; and the processing will take a long time (several months) because the application documents will have to be sent to the nearest immigration authority in Japan for examination.

Q2: Why was my visa application rejected even though a Certificate of Eligibility was issued?

A2: The Certificate of Eligibility does not guarantee the issuance of the visa. The certificate means that the Ministry of Justice certifies that the foreign national meets the condition of landing (entering Japan): the activity which the foreign nationals wish to engage in Japan at the time of the landing examination is not fraudulent, and the activity is qualified to acquire status of residence that is stipulated in the Immigration Control Act, etc. Therefore, in the visa examination process, we do not examine the applicability of status of residence, but some other points such as the verification of the applicant's identity and the validity of his/ her passport. A visa will not be issued, if in the process of examination, it is found that the application does not meet the criteria of visa issuance, or it is determined that the Certificate of Eligibility was issued based on mistaken or fraudulent information.

No, never seen one of those before! Is it safe to say that there has been no application?

Yes, they said I needed the file number of the application in order to check. I rang my company several times and got fobbed off completely.

It almost feels like they've erased me or something, or talking to people with no faces (or two faces for that matter). Bit of a nightmare.

Yes my friend, I'm afraid I was completely done in here. Lied to and then abandoned when I really needed some answers.

You should try ringing these guys if you fancy a challenge, a mental rubex cube.
