Immigration Reform's "Proficient in English" Requi

OK, I understand that the USA doesn't even have an immigration reform bill introduced yet, but....
...the bi-partisan (Graham and Schumer) "blueprint" of a bill that is attracting a LOT of attention defines a requirement that an applicant be "proficient in English" before working toward legal residency

So.....does anyone have any insights on how this blueprint would define "proficient in English"??
And any insight on how this requirement might present opportunities to ESL teachers in the USA should this "blueprint" become a bill and then a law???

The requirement to achieve a certain proficiency in English prior to becoming a naturalized citizen is already part of existing naturalization law in the United States (http://law.justia.com/us/cfr/title08/8-1.0.1.3.65.html).
