Do people need a letter of release from one job to work in a different job in another province?

Has anyone had any experience with this?

Yeah you do. I just did it when I left my old school in Guizhou and started my new school in Hunan after I broke contract. They seemed to act like the release letter was the most important thing by far.

You could probably get away with it. Did you pull a runner or something? If you lie to your school and say you had a short term contract or something it probably won't be too big of a deal. Must be a really bad situation if you're considering that as an option though. That's a big hassle.

You failed to complete your contract and would be applying for a new RP far beyond its expiration - you need a letter of release. Check the web for the documented new policies regarding the letter of release and letter of recommendation - now being merged into a single "form" that will prove whether you bothered to finish your agreed upon term of employment.

You need the letter. Consider this fact prior to signing a contract of employment.

The school is now required to provide the letter. However, they are also free to clearly state that you did not finish the contractual term of employment.

I didn't pull a runner. I criticized my school's management and then refused to apologize. I was given a choice to apologize or leave, so I left.

You should have availed yourself to the legal and/or remediation options prior to deciding to quit. In addition, the phrase "document, document, document" comes to mind. Any administrative meetings that I feel to be of consequence that I attend, I use the cheap MP3 player I bought to record the conversation.
