In 1986 I completed an MA in EFL program (yes, the degree says English as a Foreign Lanuguage) out of a linguistics department. In my program, students did not need to have professional teaching experience nor an undergraduate degree in linguistics. All native-speaker MA students were required to have a teaching assistantship which paid full tuition and a stipend that was enough to share an apartment in town and eat. (Come to think of it, I shared a house with one other and later a townhouse.)

There are still full assistantships available, I think especially in midwestern state universities. You might even check lesser-known regional ones. Some ESL programs are out of English departments and some in Linguistics departments.
