What's the criteria for selection? How does anyone know which master to select as there wouldn't be any lists? Is it all simply about corporate "wasta" or for some other reason?

The system that Muhajir speaks of works this way.

A Saudi gets some visas for workers to come to KSA. He agrees with an Indian to give him one in return for a cash payment. The Indian comes to KSA and gets a legit Iqama. he then organises the transfer to another employer.

This has nothing to do with business visas. Or going to Bahrain.
