Would like anyone in a country that allows people to open bank accounts with only a tourist visa to give me a shout.
If I remember correctly back in 2000 it was possible to do such a thing in S.Korea, but every other nation I've passed through has restrictions on foreigners getting bank accounts without work papers.
If you post from a country that has such relaxed banking rules, please also gave information as to the minimum amount required to open an account and also if it's possible to get an ATM card that can be used globally (PLUS,CIRRUS and so on on the back)-Since in SK the ATM cards were useless outside the hermit kingdom.

I've heard that you can do it in the UK, the RBS and the BAnk of Scotland do, but you have to be there in person to open the account.

I am looking at this same problem as we speak. You do have the usual spots: Switzerland and the Cayman Islands but an EFL salary would hardly be enough to open an account there.

I remember reading that anybody should be able to open a bank account in HK but I am not sure. Maybe one of the HK folks or good ol' Roger can confirm...

No visa needed in Kosovo.

10 euro minimum.

Cirrus and MasterCard ATM's.

I opened an account in Hong Kong without a work permit. I needed my passport and one other piece of photo ID (I used my drivers license from home). Don't try and open one with HSBC as they need all kinds of documents including a letter of introduction from a current Hong Kong HSBC account holder. My card has the PLUS symbol on it.

Actually the money laundering laws now make opening a new account difficult at times and there have been quite a number of letters I've noticed in the newspapers' money pages regarding this issue.

You'd probably need a fixed address, utility bill, pay slips and the like. I suggest more research if that's the way you want to go. I can personally recommend the internet bank Smile which you'd be able to access worldwide.
