Hello guys,
So I'm having a bit of a problem right now. It's a good problem, but a problem nonetheless. I have to decide between two companies to work for in Japan. For one of them, I have already sent (on Friday) the documents in for a COE, and I was pretty much set on taking the job, but I had this one last interview to do that I was hoping would be conclusive, which is wasn't. The other one, I just had my final interview with and although they couldn't offer me a job on the spot, they want me to send them the documents for the COE as well. The interview went really well and I would love to work for them, but I just really was looking for a guarantee that I would have a job.
So I'm not sure what to do, if it is even legal for me to start sending them the documents for a COE since I already did for the other company. I was going to tell the former company to just cancel my COE if I was offered a job out of this interview, but I wasn't, but they still want me to send the documents and it seems like they like me.
Can you have two COEs from two different companies? What should I do? |

You cannot have 2 COEs in process. Cancel one of them.
I am more concerned over this statement:

They cannot process a COE until they hire you. Get it in writing, or you will not be in good shape. Seems pretty strange that they want to process a COE without deciding to hire you. Immigration will require a contract from them. |

Not that they want to process the application now. They only asked to send the things necessary for the COE app.
It's not so unusual for employers to do this. Many of the big employers ask for the paperwork before they have made decisions. Interac does it, JET does it... even Nova used to do it. They collect the paperwork so that they know that the candidate is definately eligible for the visa - you may or may not be surprised how many people tell little white lies in their CVs and apps, thinking that if they could just score an interview, then they will be able wow the employer... annoys me and my father to no end every year - and that way they know that if they decide to hire the person, they have everything they need and won't have to wait on outstanding transcripts, etc from unis or erratic postal services, which could cause a nightmare for the newbie and employer alike.
I think this OP needs to make a difficult decision very soon. They can't have their cake and eat it. |

Among the things needed for COE are a copy of the passport page and some pictures. I would not send such things without a job offer.
JET probably does it because of the large number of applicants and the lengthy process of applications. Couldn't say whether Interac does it for the same reason, but I'd doubt it. NOVA probably had fairly large nos. of applicants (not as large as JET, tho). |

I know what they ask for and yes Nova and Interac asked to be sent/given everything for the COE including a passport copy prior to being hired.
Interac does it partly as a screening process (Just as JET does, btw. Not sending in everything that they ask for with the initial application = automatic rejection). Like I said before, there are many who think the rules can be bent for them if an employer likes them enough. But they also do it because with many people applying and being interwiewed in January for March arrivals, there isn't time to be waiting on things to arrive in Tokyo so that the application can start if they are hired.
I interviewed with Nova in 2007, with Interac last year, but I also sent applications to quite a few smaller employers and most of them wanted things for the COE before being hired. I imagine the others wanted them for similar reasons though I didn't ask and didn't even get round to sending them anything or attending interviews because Interac hired me so quickly after the interview despite not actually having all my paperwork (Long story that I have posted before and won't bore people with again involving my uni, Royal Mail and Disclosure Scotland. Luckily Interac was much more sympathetic to my plight than JET was.)
You might not send such things before getting hired, but these days it is quite standard to ask for these things and any bog standard newbie turning around to any employer saying that they won't hand them over is not likely to get hired. |

I think I am just going to go with the job that I have already been offered...I would feel like a jerk to have everything canceled at this point. That's not the best way to make this decision, but I gotta make it somehow.
Even though the second company cannot guarantee me a position at this time, I do think if I waited I would probably be offered one...it is a difficult choice, but I guess the smartest thing to do is just go with what I've already started, and also not be a jerk.
Thanks for the advice guys. And for the record, I am not opposed to sending in my documents for the COE before being offered a job explicitly, it's just that I have been offered a job with the other company and I didn't want to get in trouble for having two companies sending me COEs. |

Actually, JET doesn't. It asks for some of the documents that end up being used for the COE, but they are also for the hiring process itself. Things like passports aren't asked for up front. It's more coincidence than anything. |

You don't need to hand over your passport for the COE application. They only need a copy of the photopage in your passport, which you give them 4 of in the application pack as "proof of nationality". The fact that JET collects passports is just because they want to handle the collection of visas themself.
The rest of us never hand our passports over to our employers; only the passport copy. The only time we are parted from our passport is when we take them to the embassy with COE in hand to get the visa stamp. |
