My resident permit and FEC expire on the 15th of this month. One of the administrators just told me that I have to leave before the 15th. Does anybody know if I can leave ON the 15th and be okay?

The math and law is easy.

Your permit expires when the clock turns to the date of expiration.

If you go to the airport at noon on the 15th, your permit has already expired.

You're highly unlikely to have an issue.

But, YES, you must leave the country BEFORE the date of expiration of your resident permit.

I posted this same question on "China Embassy in U.S.A." and got a reply that I have until midnight on the 15th to leave. I tried finding the answer on the Chinese Embassy website and can't get a definitive answer. The reason I need to know is because the new school I'm going to is having problems (don't know why) getting my new RP and FEC processed.

If it's not renewed PRIOR to the expiration - then it expires and you'll have to get a whole new work permit, letter of invitation, visa, resident permit, foreign expert certificate, etc. - with the likelihood of needing to leave the country to get the Z visa.

Exactly; that's why I need to know the deadline.

I've only tried this once. Last spring I got a new job in the same province, but in another city. Not knowing how to go about getting my R.P. renewed, I asked the new FAO in a mail but never got an answer to my question.
I suggested to the new FAO that I'd come to the uni to get my paperwork done before the uni closed for the summer, to which she agreed.
The old R.P. expired "Jul 15 2009"; they stamped "cancelled 2009 - 07 - 07" on it and gave me a new one that reads: Issue date "03 Jul 2009".
That's how it was done last summer in Dalian, Liaoning province.

I've already given all my info to the new school and they are (supposedly) working with the government to get my new RP and FEC. I'm not sure if the delay is because the guy at the school doesn't know what he's doing or if the government is procrastinating. My plan is to wait until the 14th. If everything isn't done, tell the school to give me my passport and leave on the 15th. I know, I'm cutting it close, but I would prefer not to have to leave and then come back.

If your school gave the PSB your documents (they should have a white, dated receipt) then the clock is stopped.

Just make sure they have the receipt and your docs. are in the PSB's hands.

If so, all should be well.
