Does anyone know if the DD Dragon TEFL certificate is internationally recognized? Has someone got one and been able to use it outside of China? Is it the same as getting a TEFL certificate in New York?

I can speak for the general Europe region - no, it wouldn't.
I think you can also check if it would be accepted in North America (again, I suspect the answer would be 'no,' in most cases.)

In general 'a TEFL certificate' can be reputable or not. The 'norm' is 120 hours on-site, and (key) including supervised teaching practice with real students (not peer trainees). This crucial practice should be supervised by qualified teacher trainers and should feature informed feedback on how you've done. The brand name entry-level certs are CELTA and Trinity SIT, though there are some generics that meet the standards as well.

Certs from short or online courses are accepted in some regions of the world, but not all. Where you want to go outside of China will be important in your decision making process.
