I was planning to return to my old company, which gave me my iqama. I completed a 1 year contract. They issued me an exit/re-entry visa.

Now I've changed my mind. I might want to return after this semester, or work in a different city in Saudi Arabia.

So I left without a final exit visa, and I'm wondering what this means.

My exit/re-entry expires at the end of September, but I wasn't planning to return before then.

In which case I'd say you've got a bit of a problem on your hands!

If you've already worked in KSA for a year, you must surely know by now that you can't just change jobs on a whim!

If you want to transfer from one Saudi employer to another you have to a) ask your first employers to arrange an iqama transfer for you, which they'll probably refuse to do; or b) hand in your notice, leave KSA on a final exit visa (hopeflly with NOC in hand) and go through the whole visa application process again in your home country.

So long as you are on your employers' iqama, you are effectively their 'property'.

Well, this means that you will not be issued with a new entry-visa until you cancel the old one and apply for a final exit. But, this cannot be done if your old exit/re-entry visa has expired, which in case you will be conisdered as a breach of your contract and visa, and you will be banned from entering the Magic Kingdom unless you wash your passport and provide a justification to the embassy! The other option is to extend your exit/re-entry visa and go back to the Magic Kingdom and apply for a final exit to clear your name!

Good luck with that final exit visa. LOTS of luck. (Re: my previous posts regarding that issue.) I wouldn't do it if I were you. But it's your decision. Just make sure you have someone in your home country willing to go to bat for you, including notifying the media if necessary to get you out of there.

What if the iqama has not been issued yet? In fact, I haven't even signed a contract yet, just given a verbal OK, and the visa process is just beginning. At this point, could I just tell them I changed my mind and still be able to work elsewhere in KSA without having to jump through all kinds of hoops?

That's a rather different situation to the one described in the OP. So long as the Saudi Ministry has not yet issued a visa number for you, there should be no problem in your accepting an other offer.
