Where does it say that? I can't find anything in it that says anything about offering permanent employment.

The problem is that under ***dispatch law***, it isn't illegal to dispatch to universities.

The Worker Dispatching Law prescribes that an employer has to obtain a license from, or report to the Minister of Welfare and Labour, when the employer dispatches an employee, whom the agent employs as its own company staff, to another company with which a worker dispatching contract has been agreed. Worker dispatch can be carried out of any types of work except for work related to Port transport, Construction work, Security work, Work related to medical care and Work involving manufacturing articles.
It is illegal to operate a worker dispatch business without obtaining permission or making a notification, or to dispatch workers employed to another company in types of work which are excepted.

Note how all of those except medical care are pretty much concerned with areas at risk to organized crime (including sweatshops) in this country.

But as has been pointed out at the beginning of the thread, it was deemed illegal according to MEXT guidleines.

I saw an ad for teachers with qualifications (at least TESOL) to work at a university in a prefecture not noted for its vibrancy, night life, social capital or population.

Teachers are expected to teach classes of UP TO 50 STUDENTS. Rolling Eyes Of course you get no health insurance/pension coverage paid by the University in question. The salary mentioned is 3million per year.

Nothing was mentioned about accommodation and there doesn't seem to be a housing allowance. I know people are desperate to work at unis but come on, are you that hard up?

Can you guess the University I am talking about? It's nowhere near Tokyo but in a relative backwater of a province.

The ad was a direct hire - no dispatch company. But it still is damned exploitative.
