Really? London is a capital city but Spain has an embassy and a consulate there. KSA has an embassy and a consulate in Kuwait. |

If that's true, it's an exceptional situation. The general rule is that diplomatic missions in capital cities are embassies, and those in non-capital cities are consulates. The Saudi mission in Dublin is an embassy. |

I'm gob-smacked by this news as well! I thought that one of the few exceptions (if you can call it that) was when the U.S. Embassy in Jeddah became the U.S. Consulate after the saudis allowed feriners to move into Riyadh!
