My company has sent documents requesting me to fill out forms so that I may have permission to drive to work? Is this legal/normal?

The car is my personal automobile and all the insurance and IDP are in my name. I just don't understand why I need their permission to drive to work when I'm not on the clock yet and how I get to work isn't their business since they don't pay for any of my transportation fees.

It may be related to insurance liability. Without knowing more about what's on the forms, it's impossible to give better advice.

I don't think I should post it up here, but it does include them not paying for anything if I get into an accident, but I don't see how that would matter as I'm not in the workplace.

I guess I'll just sign it, just didn't like the idea of it. Seems like they are over stepping their boundaries. Thanks for the help though!

You're not in the workplace, but you are ON YOUR WAY to the workplace, which could conceivably make them liable for an accident.

Exactly right.

Most employers are liable for your travel to and from work. And by liable I mean they can be sued for costs, not they will cover your insurance in that time. It's a nice grey area.

But, they can't actually deny you permission to drive to ro from work (unless they own the vehicle). Again, it's why it's a lovely little grey area.

I thought I heard that in certain prefectures JET alts are not allowed to drive to/from work?

They can't prevent you from being liscenced or driving elsewhere though. And they certianly don't have to help you sort out buying a car, give you time off to get your J-liscence taken care of or help with insurance.
