When Prof. Tolkien wrote it, it was definately "Hear! Hear!". Now, his works are still copyrighted by his estate, so they are not available online. However, he did help write the Oxford Dictionary of the English language.

Nevertheless, the online sources appear to be in agreement that "Hear! Hear!" is a shortened form of the exhortation, "Hear him! Hear him!" and it is used to express agreement with a speaker:

I can state very affirmatively without violating the TOS that my parents are both very well educated, and now being retired, enjoy doing the daily crossword puzzles and cryptograms in the newspaper. They do not consider the ability to use a dictionary as being either smug or pedant.
