It appears that Altia Central's website account has been suspended. I'm assuming that it is just a case of someone forgetting to put money in the meter... . I'm guessing that the lights will be turned on again soon

Their recruiting website came back online during Monday. They seem to be operating as normal again. I suspect that there was a delay in administration with regards to their account. I guess it was just coincidence that their site was suspended a few days before their court case (Monday) and came back online immediately after it.

I used to work there, so maybe I can recognize some of the main characters. It was (emphasize was) a good place to get a start on Japan back 5-10 years ago. Now?

Due to your request...and also because of the number of PM's sent to me I have decided to mention something publicly.

On Monday last shacho was in court...being grilled. This follows a previous court session when a high ranking manager was grilled.
Things went well for the complainant...I can't say anymore at this point because the case is still ongoing.

The following article, which can be seen on the Tokyo General Union website will tell you a little about the case...although not the last court session (Monday gone). The article was taken from the Shizuoka Shimbun.

自治体財政難、ＡＬＴ直接雇用激減　労使トラブルも
小中学校や高校に配置され子供の国際理解を手助けする外国語指導助手（ＡＬＴ）。厳しい財政事情を背景に、自治体による直接雇用が減り、民間企業を通じた派遣や業務委託が増えている。一方、元ＡＬＴの英国人男性が、ＡＬＴ関連としては県内で初めて県労働委員会に不当労働行為の救済を申し立てて、２０日に証人尋問が行われるなど、雇用をめぐるトラブルも表面化。自治体の直接雇用を求める声が上がっている。
救済を申し立てているのは個人単位で加盟できる労組・地域ユニオン「三島ふれあいユニオン」で、元ＡＬＴは０５年４月から４年間、函南町の中学校に勤務した男性（４５）＝神奈川県鎌倉市＝。申立書によると、男性は０３年４月に名古屋市の派遣会社（株式会社アルティアセントラル Altia Central）に雇用され、岡山県の公立校で２年働いた後、函南町の中学校に業務委託で勤務した。通算６年間、同社に所属したが、０９年３月、契約を更新しない事実上の解雇を伝えられたという。
同ユニオンは男性の件について、一定期間の雇用が続いたにもかかわらず突然契約を更新せずに退職させる「雇用止め」と主張。雇用保険や年金、健康保険などの社会保険の説明や加入も不十分だったと指摘する。同ユニオンは「社宅も急きょ退去せざるを得なくなりホームレス寸前まで追い込まれた」と代弁する。会社（株式会社アルティアセントラル Altia Central）側は答弁書で、雇用は１年間という期間の定めのある契約であり、期間満了により終了した―などと説明。不当労働行為はないと主張し、申し立ての棄却を求めている。
男性は取材に「函南の子供たちや町が大好きだったのに一方的に職を失った」と話し、「他のＡＬＴのためにも少しでも状況が良くなってほしい」と強調した。同ユニオンの金原勝副委員長は「今回の例は非正規外国人労働者の不安定雇用の一例で、氷山の一角。業者への丸投げは真の外国語教育のためになるとは思えない」と直接雇用の重要性を訴えている。

県内市町　過半数が業務委託

外国語指導助手（ＡＬＴ）の直接雇用が減っている問題で、直接雇用の代表格である国の外国青年招致事業（ＪＥＴ）のＡＬＴも、全国で２００２年度５６７６人をピークに１０年度３９７４人に激減。県内市町でも０３年度の５４人から０９年度には３１人と激減した。一方、業務委託でＡＬＴを確保している県内自治体は半数以上で、担当者は複雑な思いを抱えている。
業務委託は労働者派遣法に基づき、発注者である県や市町村の教育委員会は直接、ＡＬＴに業務を命令できない。現場レベルで業務の委託を受けているＡＬＴに気軽に採点などを頼んでしまうと、不当行為である�偽装請負�と解釈される可能性もある。事実、今年４月には、千葉県柏市が千葉労働局から偽装請負として是正指導を受け、ＡＬＴ配置が混乱する問題があった。
「それでもＡＬＴの関係は業者に頼んでしまうのが楽」と話すのは県東部の町教委担当者。「小さな町ではＡＬＴの身の回りの世話や研修ができない」と理由を明かす。
文部科学省の０９年度の調査によると、県内の３５市町中、民間業者とＡＬＴの業務委託契約を結んでいるのは２６市町。うち２３市町は「見直しの予定はない」と回答した。
県西部の市教委担当者は「業務委託はやはり現場で使いづらい。もちろん良い人材に当たることも多いが、予算と人手さえあれば直接雇用が理想的なのだが」と本音を漏らした。
