Over coffee with an apartment rental agent, while taking a break from driving around and looking at places a couple of years ago, he explained that the reason why paying key money is such a common practice in Tokyo and not so common in other parts of the country is that after the 1923 Kanto Earthquake, landlords basically required it as 'bribe' money from people who'd lost their homes and sought to establish themselves in new residences as soon as possible. This activity was so widespread after a short time that it soon became common practice.
