The reason they no longer do any sort of testing in DF or Estado de Mexico (it's cheaper in DF and foreigners only get 1 year licenses in Edo Mex) is the corruption. 
People had so many problems actually getting their licenses (they never passed the exams) the govt. just decided it was easier (and more lucrative) to simply do away with any and all tests and exams than it would have been to actually try and fight the corruption. 
BTW you can see the results on a daily basis in Mexico City traffic.  |
