In Mexico, the term for an official state-certified translator is traductor perito. You can find them via the yellow pages http://www.seccionamarilla.info/. Choose your state from the menu (Estado) and enter Traductores in the search window (Buscar).
Some translators and translation agencies will specify in their advertisement that they offer peritaje, or you can contact them and ask. |

This shouldn't cost more than 250 pesos, as far as I have seen here with certified translators, for just a diploma. |

Correct. You do not need to get your birth certificate apostilled. I've been here for almost three years and even though I have mine here it isn't apostilled and no one has ever asked for it.
I never had my certificate translated and it has never been a problem. Same with my diploma. |
