I heard that after five years living in Taiwan you can get your permanent residence visa. The laws have changed, since it used to be seven. You can also leave Taiwan up to 6mos during this five years and still get a permanent residence visa. Is this true? Can anyone here confirm this info?

You can get your APRC after 5 years, but there has to be no break in your ARC. Meaning your ARC expired and after a couplf of days or weeks you got a new one (example - job ended and you started with a new employer and they were slow in submitting the paperwork). Therefore it would be hard to leave for 182 days (you need to be in the country for at least 183 days per calendar year).
If you have a break, such as above, the five year count restarts from zero.
And yes I have an APRC. |

These two statements seem to be a contradiction. Are you sure? Meaning, if you'd had your ARC for say, four years, but take a break for a few months, then would the above statement hold sway ie "you need to be in the country for at least 183 days. . ." allowing the time requirement to still be extant? |

Who is Shawnee?
As you know, you first need a Work Permit to get an ARC, so you need to have a job . If you have a job that will allow you to have long periods off and will not cancel your work permit and thereby cancel your ARC, you can leave the country for longer than a few weeks at a time.
If your Work Permit is cancelled by your employer, your ARC is also cancelled. If you do not find another emploer, and another WP before the expiry date, you will have a break in your ARC. The new ARC number will probably be the same, but the NIA will start counting the 5 years from the date of issue of the new ARC.
I don't think you will find many, if any, employers that will allow you to take almost half a year off in any given year. If you do find one, I am not sure if you only need to be in Taiwan for 183 days in each calendar year for the five years. Some employers that may give you long breaks without causing your ARC to be cancelled might be universities, and both public and private elementary and high schools.

5 years with at least 183 days residency per year, plus an average income of 35 000 NT per month. |
