I plan on going here in a month or so, and would really like to have my own means of transport. My Canadian license has expired unfortunately, so I will be without a license. I googled this, but couldn't seem to find a definite answer - some felt they weren't necessary, while others did.

necessary to rent a scooter off the beach = no.
necessary to be legal = yes. (You actually need an IDP to be legal)]
(only a worry if you are stopped by a cop or involved in a traffic accident).
