Over crowded, small roads, dirty, and polluted (air and water). There's little there to recommend - in fact, I found nothing there to recommend (spent a few days there last Chinese New Year).
I can't say anything about the schools, but going by city Taichung wins hands down. |

That's his opinion. I lived in Tainan for a year and liked it. I then moved to Taichung for 2 years and didn't like it. I was there for work. I live in Taipei now, and I find it to be the best.
Why Tainan?
--I found the people in Tainan to be much nicer than the people in Taichung.
--- I felt the food in Tainan was better.
-- Tainan is walkable. Taichung is not.
-- Taichung and Tainan (Western Taiwan) are both dirty and polluted. See the link: http://taqm.epa.gov.tw/taqm/en/default.aspx
Taichung is better for certain personality types. If you like western food/bars/hiking go to Taichung. If you want to get to the East Coast and Kending quickly, think about Tainan.
Either way you can always move when you change jobs. |

Taiwanese food is crap - period. The saying eat sh*t and die comes to mind whenever anyone brings up the subject with me.

Define "walkable". Generally, there are no sidewalks in Taiwan. Most of the walking one does (outside of Taipei) will be at the side of the road among morons on two wheels.
When I checked your link the PSI was 54 in Taichung and 77 in Tainan while the Air Quality was 50 - 70 in Taichung and 60 - 80 in Tainan. They are both dirty and polluted compared to Western countries, but Tainan is dirty and polluted compared to other parts of Taiwan.

Kenting is a couple hours away by car on the freeway. If you want to go to Taidong, you're looking at 3 - 4 hours by car.

Obviously, but the trick is to find a place you can tolerate so you won't have to do that. |

By walkable I mean you can get around town by walking. Taichung is too big.
Accurate reading of the pollution stats
Tainan's proximity to Kending make day trips possible. So if nice beaches are important to the OP, Tainan might not be bad choice.
I have friends who will only live in Tainan. The city does have its charms to some (as does Taiwanese food).
Taichung is more international by far. So if you (OP) don't like Taiwanese food, Taichung is a better choice.
Perhaps if the OP provides us with more info we can give a better recommendation. |

I lived in Tainan for a time, and I know Taichung. I'd say who you work for is a key decider, and I couldn't recommend either Happy Marion or that other employer you mention. You may be looking to switch jobs within a year.
Regarding cities, Tainan has a certain charm, but it got very crowded in recent years which has spoiled it somewhat. They moved the city government into these horrendous overblown offices out in Anping. The culture in Tainan, however, is quite interesting. I saw some lively events there like the coming-of-age festival and dragon boat races on the canal (hold your nose.) In sum, I enjoyed my first year in Taiwan there, but in the end found it confining. Taichung is a bit more modern, and better located for trips into the mountains (highly recommended.) But in the end, if you live in Taiwan any length of time, you'll gravitate towards Taipei where the action and the best jobs are. |
